身障生的學習權益在哪裡?論我國特殊教育通報網之執行成效

摘要


本文主要運用政策執行評估方法,探討我國特殊教育學生通報網推動成效,核心面向包括:(1)實施狀況如何?(2)有哪些執行障礙因素?以及(3)如何提升其功能?據此,本文先行運用文獻分析法,檢視相關文獻及法規外,並針對政策利害關係人進行深度訪談。文內首先回顧特教生通報網推動四大過程,同時說明其推動成果爲何?其次,檢視國內現有相關文獻,說明其主要研究面向,藉以區隔本文所欲探討之核心問題及運用理論。復其次,說明政策執行評估之意涵與功能,以及本文所採用之三項指標,分別是對應性、普及度、貫徹力。再者,依據三項指標,設計訪談題綱,並以半結構方式進行訪談,尋找問題所在。最後是分析訪談結果,並提出研究發現與建議。 本文研究發現,我國在身障生轉銜服務政策推動成果上,仍與預期目標存有落差,主因在於內政部社會司迄今尚未規劃整合身障者生涯轉銜服務平台,以致參與提供個別服務之相關單位,缺乏橫向聯繫,找不到銜接窗口。受此影響,特殊教育學生通報系統雖已建立整套服務計畫,但在缺乏聯繫會報情況下,各單位所提供的轉銜資料並不完整,甚至欠缺,導致通報網功能並未充分發揮。針對此點,本文除說明未能落實之原因,同時衡酌當前環境系絡與運作方式,提出漸進改善建議。

The purpose of this paper is to explore the effects of the transition service policy for disabled students in Taiwan from the viewpoint of policy implementation and evaluation. The main dimensions include: (1) the status quo of the transition service, (2) the barriers in implementation, (3) the ways to enhance functions. The methods of this paper applied consist of literature review and in-depth interview for the stakeholders of transition service policy. First of all, it reviews the process of promoting the special education transition service policy and interprets the effects. Then it uses the criteria of policy implementation, such as integration, scope, and penetration to examine as well as find out the key issues of the transition service. Furthermore, this paper applies six approaches of promoting policy implementation to design interview subject, precede empirical analysis, and provide some suggestions concerning solving problems of transition service. This paper concludes that the effects of this policy are far away from the original goals. On this point, the paper uses in-depth interview to understand why the current situation cannot meet perceived intention, and provides some suggestions as follows: (1) reinforce the continuing education of special education teachers, (2) enhance the coordination mechanism between different organizations, (3) the budget of special education should be guaranteed under law, (4) accepted higher education after junior high school should be unobstructed, (5) the current classification system should be replaced by ”learning requirement”.
