摘要

生態規劃和建設是協調經濟發展與生態環境關係，創造人與環境相和諧的人工化環境的調控對策。本文研究了瀋陽開發區生態規劃與建設的理論、方法，著重探討了開發區經濟、環境協調發展的途徑。其主要是(1)選擇理想的協調發展優化方案。(2)控制發展熱電和熱水生產，發展集中供熱和低能耗高技術產業。(3)節約水資源、提高水循環利用率。(4)在生態學原理指導下進行生態管理。

Ecological planning and construction are the regulative and controlling measures to coordinate the relationship between economic development and ecological environment and to creat a harmonious environment artificially. The theories and methods of ecological planning and construction of Shenyang Dvelopment Zone are discussed in this paper and the paths of coordi-native development of economy and environment are probed emphatically. The main results are: (1)Selecting the ideal optimized program of coordinative development; (2)Controlling the development of thermopower and developing the intensive supply of heat and the industries of advanced technology of lower loss of energy; (3)Conserving water resources and increase the efficiency of hydro recycling; (4)Implementing ecological managment di-rected by the principals of ecology.
