臺北市都市計畫公園綠地設置標準之研究

摘要

臺北市自升格為直轄市，由於地位重要，工商業活動聚集，吸引了大批人潮湧入，近年來更由於聚集經濟的效果，重大建設相繼投資，使得臺北市逐漸超越承載量(carry capacity)，造成都市環境品質的日漸惡化，公共設施更是不敷使用，亟待於都市計畫通盤檢討時予以徹底檢討，但是目前都計單位據以執行的「都市計畫通盤檢討實施辦法」，未能考慮各地區實際狀況與特性，致缺乏彈性，流於呆板。因此如何訂定一套適用於臺北市之公共設施規劃標準，滿足市民對公共設施質與量越來越高的慾求水準(level of needs)，實為當務之急。故本文以公共設施中之公園綠地為主題，進行其設置標準之研究。本研究收集國內外都市計畫公園綠地設置標準之資料，分析臺北市之設置情形，並對臺北市居民進行調查，利用效用函數理論，建立公園綠地設置標準之理想指標、折衷指標、普通指標與起碼指標，最後提出臺北市公園綠地設置標準及規劃之建議，其結果可以作為通盤檢討之參考。

Ever since the jurisdiction of Taipei City has been transferred to the Executive Yuan, it has, due to its important position, attracted a great deal of commercial and industrial activities which draw a considerable crowd into the city. In recent years, several significant construction projects have been put into work in succession owing to the effects of the agglomeration economic results. The conditions have gradually rendered Taipei City to go beyond its carrying capacity, causing the deterioration of urban environment as well as the insufficiency of public facility. In view of such a situation, it is necessary that these shortcomings should be reviewed as a whole when urban planning is going through a comprehensive investigation. Nevertheless, the ”Implementation Regulations of the Integral Review of Urban Planning” fails to consider the realistic situations and characteristics of every area so that it lacks inflexibility. Thus, it has become the most urgent matter to formulate a set of planning standards of public facility suitable for Taipei City so as to suffice the escalating level of needs among the general public for quality public and quantity of the facilities. This paper has, therefore, employed the theme of park and greenery area as its study for proceeding establishment standards. This study will collect in formation of establishment standards for parks and greenery area both from domestic and overseas urban planning, analyze the establishment situation in Taipei City, conduct investigation among the citizens of Taipei City, use utility function theory to establish the ideal index, compromise index, general index, and civic minimum index for the establishment standards of park and greenery area. In the end, recommendations of establishment standards and planning for parks and greenery areas in Taipei City are put forward, and the results of the study can be cited as references in the comprehensive review.
