縮短工時對產業勞動生產力變動之影響－分量迴歸模型之應用

摘要

本研究透過分量迴歸模型，以台灣整體產業和製造業中分類資料，探討全面實施週休二日政策縮短工時對於各產業勞動生產力分配的影響。分量迴歸結果顯示，縮短工時政策效果對整體產業和製造業中分類產業勞動生產力分配變動的影響效果不一，與OLS迴歸估計結果也不同。整體製造業相對服務業的勞動生產力爲低，但在週休二日工時縮短政策實施後，整體製造業的相對勞動生產力提升但不顯著。在製造業中分類產業間縮短工時的變動效果明顯不同，資訊電子業的勞動生產力不受週休二日政策實施的影響，即實施前後相對於服務業的勞動生產力並沒有顯著改變。金屬機械工業和民生工業的勞動生產力則受到縮短工時顯著的負面影響，其中民生工業在政策實施後勞動生產力降低幅度較金屬機械工業爲大，且工時縮短的負面衝擊隨分量提高而遞減，化學工業勞動生產力分配則是部分受到影響。

The introduction of the two-day weekend reduceds working hours in Taiwan. This paper studies the effect of such a work-hour reduction on labor productivity. We employ quantile regression models and estimate the effects for industries at a one-digit level and a two-digit level. The main findings are as follows. First, the effects are different from those found using OLS regression models, with different effects in different industries and in different quantiles. Second, using the service industry as a reference industry, the manufacturing industry had lower labor productivity when the two-day weekend was put in effect, labor productivity in the manufacturing industry was increased but this was not statistically significant. Third, the effects are different among manufacturing industries at the two-digit level. Using the service industry as a reference industry, the labor productivity in the information and electronics industry was not significantly affected. The metal and machinery industry and the civil engineering industry were affected detrimentally with a larger reduction in the labor productivity in the civil industry and a diminishing negative effect for larger quantiles. The chemical industry was partially and negatively affected.
