有機農產加工品技術人員職能建置與落差分析之研究

Development of Occupational Competency Standard and Competency Gap Analysis of Organic Agricultural Product Processing Technician

摘要


鑒於國內有機農業生產面積逐年成長,間接影響有機農產品市場,其成長率亦逐步提升,其中產業價值鏈加值效益也成為國家農業發展主要策略,而產業內各項專業人才職能之界定將成為首要工作,因此本研究針對有機農作物栽培業發展職能藍圖,選定有機農產加工品技術人員進行職能分析,利用功能分析法、彙集產業專家意見與實證分析等步驟,建置該職業之職能基準,最後歸納出主要職責3項、工作任務9項、工作產出13項及行為指標22項,並訂定工作描述、入門水準與基準級別,另就該22項行為指標進行學習難易度及個人熟練程度之落差分析,找出8項應列為優先培訓之行為指標,而此職能基準除可提供企業日後用人參考標準外,亦可成為職業培訓之重要基準,以期加速有機農產加工品人才培育,逐步改善有機農產業人力結構,創造新農業價值鏈。

According to the areas of organic agriculture are growing yearly, it also leads to the market highly growth rate, the value chain strategy becomes a mainly agricultural policy in Taiwan, and every parts of expert's competency will be the main task as well. Therefore, the research aim to organic crop cultivation industry to establish competency blueprinting, then choose "organic agricultural product processing technician", one of vocations in organic agricultural cultivation industry, to analyze its own competency and collect specialists' opinions by functional analysis model. Finally, utilize the result to build Occupational Competency Standard (OCS), the information can be the recruiting evaluation and work-training fundamental reference. OCS also can improve industrial manpower structure gradually, strengthen technician's ability by educational training programs and create specific agricultural value chain in the future.
