紡織業針對新南向政策提出之建議與需求調查分析

摘要

東協的區域整合成為推動全球經貿局勢不斷演化的動力，甚至扮演牽動紡織成衣製造與市場關係再平衡的重要角色；也因為如此，臺灣紡織成衣業赴東南亞投資者眾，本研究調查透過電訪及面談方式，針對新南向政策相關議題，訪談紡織業者，並對所提出之建議與需求進行分析。已在新南向國家布局之業者建議以政府的力量簽署投資保障協定、開辦紡織相關課程及成立在地聯合服務中心；尚未布局之業者則提出深化技術合作與商機媒合、形塑「臺灣館」及「臺灣製造」之建議，可做為有關單位之參考。

Regional integration of Association of Southeast Asian Nations has become the motivation of the global economic and trade promotion. The tendency even has played a significant role in the affection of the re-balance between the textile and garment manufacturing and market relations. Therefore, numerous investors of textile and garment industry in Taiwan have invested in Southeast Asian. The research attempts to investigate the issue about New Southbound Policy from the textile and garment industry through telephone survey and interview and analyze the needs and suggestions from the participants. The suggestions from the staff have developed in New Southbound Policy nations are: (1) signing investment guarantee agreement by the government; (2) founding the courses of the textile; (3) establishing the local union service center. The suggestions from the staff have not developed in New Southbound Policy nations are: (1) strengthening technical cooperation; (2) business matching; (3) shaping ＂Taiwan Pavilion＂ and ＂Made in Taiwan＂ conception. Recommendations and pedagogical implications are raised for the relevant organizations.
