In American business and industry, even un government and public service agencies, the watchword these days is ”quality,” often heard as ”total quality” or ”total quality management (TOM).” In TQM, quality is really a code word that means everything of value to a public service organization and the end users of its services. This includes the physical characteristics of the service, productivity, efficiency, ethics, moral, safety, and wise use of resources. Research on organizational effectiveness is fragmented. No single model for the study of organizational effectiveness has been generally accepted, and there is no clearly articulated conceptual framework for establishing reliable empirical generalization.
