摘要


全方位品管的範圍,包括服務、生產力、效率、倫理、到德、安全、以及資源之妥善運用。組織效能的研究,流於片斷殘缺,無法以宏觀方式分析組織之績效及運作;是故,為求組織效能研究能夠產生累積效用,並為論者據以類推其他情境,全方位品管法之引進實有其重大意義。

In American business and industry, even un government and public service agencies, the watchword these days is ”quality,” often heard as ”total quality” or ”total quality management (TOM).” In TQM, quality is really a code word that means everything of value to a public service organization and the end users of its services. This includes the physical characteristics of the service, productivity, efficiency, ethics, moral, safety, and wise use of resources. Research on organizational effectiveness is fragmented. No single model for the study of organizational effectiveness has been generally accepted, and there is no clearly articulated conceptual framework for establishing reliable empirical generalization. The implementation of TOM has been Proven That it is quite successfully to improve the organizational effectiveness. The article tries to evaluate the organizational effectiveness from the quality perspectives.
