摘要

本文探討民國75年8月至77年10月間台塑宜蘭六輕設廠的政策溝通協調策略，分佈局、媒介運用、和提議三方面分析，認為宜蘭縣政府和地方環保團體以「互動式」佈局，並利用媒介界定六輕設廠為「污染問題」，取得先機，成功地抵制了台塑在宜蘭設六輕廠。而工業局、環保署未能主動積極運作政策溝通協調，任由勢力團體盡力發揮，導致最後企業界要出走，實難辭其咎。
