The author discusses the strategies of planning, madia-using, and offering in policy communication and negotiation of the Formosa Plastics Group's trying to set set the 6th Naphtha Cracker in Ilan from August 1986 to October 1988. The local government and local environmental protection group in Ilan had successfully prohibited the setting of the Cracker with interactive planning, framing of the issue as environmental pollution, and acting against pollution.
