政策溝通協調的策略分析:宜蘭六輕設廠個案探討

Strategies in Policy Communication & Negotiation: Case Study of the 6th Naphtha Cracker in Ilan 1986-1988

摘要


本文探討民國75年8月至77年10月間台塑宜蘭六輕設廠的政策溝通協調策略,分佈局、媒介運用、和提議三方面分析,認為宜蘭縣政府和地方環保團體以「互動式」佈局,並利用媒介界定六輕設廠為「污染問題」,取得先機,成功地抵制了台塑在宜蘭設六輕廠。而工業局、環保署未能主動積極運作政策溝通協調,任由勢力團體盡力發揮,導致最後企業界要出走,實難辭其咎。

The author discusses the strategies of planning, madia-using, and offering in policy communication and negotiation of the Formosa Plastics Group's trying to set set the 6th Naphtha Cracker in Ilan from August 1986 to October 1988. The local government and local environmental protection group in Ilan had successfully prohibited the setting of the Cracker with interactive planning, framing of the issue as environmental pollution, and acting against pollution.
