政策溝通協調言詞論證分析:宜蘭六輕設廠個案分析

摘要


本文分析台塑企業在民國七十五至七十七年間曾嘗試在宜蘭進行六輕設廠,與宜蘭縣政府、地方環保團體,經濟部工業局,行政院環保署,所做的溝通、協調在言詞論證上表現的情形。分議題發展、論證、面子問題探討。認為台塑企業未能充分講究溝通協調的語言運用,以及政府主管部門消極被動,未能在政策溝通協調有主控力,加上宜蘭縣政府及地方環保團體強力抵制,而導致失敗。

The author discusses language analysis in policy communication and negotiation of the Formosa Plastics Group's trying to set the 6th Naphtha Cracker in Ilan from 1986 to 1988, including framing, reframing and issue development, bargaining arguments, and facework with local government, local environmental protection group, lndustrial Development Bureau, and Environmental Protection Administratin. Due to the inactivities of Industrial Development Bureau and Environmental Protection Administration, the lack of language skills of the Formosa Plastics group, and the activities of local government and local environmental protection group against the setting of the Cracker in the negotiative processes, the Formosa Plastics Group finally failed to set the Cracker in Ilan.
