台灣宜蘭縣地方政府公共工程查核常見缺失及改善對策之案例研究

摘要


本研究依據宜蘭縣政府公共工程施工查核小組2009年所查核案件,摘錄常見缺失較高的項目進行彙集及統計分析,彙整後並提出缺失的主要原因,並探討三級品管執行者與工程缺失之相關連性等,以行政院公共工程委員會提出的推動公共工程品質查核措施改進方案及內政部工程施工查核小組查核機制討論及提出建議,為本研究之主要內容及成果。 透過本研究彙整2009年宜蘭縣公共工程查核常見缺失後,除品質管理制度及施工品質缺失外,文書作業缺失比例極高(最高達77.66%),工程會應會同地方政府,共同督促工程主辦機關從工程採購招標文件準備以及決標後之監督,包括規劃、設計、施工過程之監造及專案管理,均應嚴格要求及把關,並結合各工程主管機關加強採購稽核及工程品質查核,相關材料檢試驗資料,亦應由監造單位及主辦機關確實審核,以確保工程施工品質。

The research was conducted to study the cause and effects of common defects revealed by official construction quality inspection/verification operation to develop improvement tactics for public construction projects carried out by local County government. In the study, related data retrieved from the construction inspection operation enforced by Taiwan central government agencies were collected, reviewed, and analyzed to provide the necessary data for the study focusing on public construction projects in Yi-Lang county, Taiwan. In the study, the most commonly encountered defects during public construction projects were identified, discussed and categorized into (1) construction quality management system and (2) field construction quality control. Results of the study revealed that defects due to improper paper work management are the most commonly encountered problems, up to 77.66% of the inspected projects, during the overall quality inspection operation for public construction in Yi-Lang county. Essential actions and tactics for improvement were suggested as results of the study for both the administrators in county government (owner) and contractors from private sectors. Suggestions from the results of the study in the form of PDCA (Plan-Do-Check-Action) were useful and beneficial for the 3-Phase construction quality management system currently implemented for public construction projects by all agencies from local to central governments in Taiwan. In addition, results of the study also provide important information for future plan and design work, and for the perspective contractors to better conduct the projects in more timing and effective manner.
