訓練是在改變受訓者，以符合工作需求之一種策略。但如果訓練不當，將使受訓者受挫折。本文探討國家訓練機構之角色與功能；含訓練之前題、訓練機構之安排、訓練之精義、訓練機構之性質與功能，最後提出結論：訓練在解決社會與組織之問題。
