After examining American state governments' policy performance, we found that governments are more or less biased against the employment of university researchers and the utilization of their research results. To improve this phenomenon, there exists a premise, i.e., the contributions of university researchers have a consensus about their objectives and/or have a techology to apply their theories to real-world. This paper stresses that the relation between university and government deserves attention, especially, when universties have the ability and intentions to contribute their policy information and knowledge to improve government performance.
