縣市政府行政人員行政倫理強化之研究

A Study on Promoting Public Service Ethics at the Prefectural and Municipal Governments in Taiwan

摘要


本文旨在分析各縣市政府行政人員目前以及精省後行政倫理強化之研究。全文從各縣市政府行政生態與行政特色入手,強調為了達成民主行政的目標,縣市政府行政人員須扮演效率者、自立者和利他者角色。又為了能扮演三者角色,必須有一支持性的環境以為憑藉。支持性的環境包括了行政人員個人特質的塑造,組織結構的建立,組織文化的形成,社會條件的樹立。

To write this article have three purposes. First of all, it is trying to analyze the ethical context the public servants in prefectural and Municipal Governments face now and the future. Second, in order to promote administrative ethics, public servants in local governments should be an efficient performer, and altruist and need to have some ethical autonomy. Third, for public servants in local governments can fully play these three roles mentioned above, it have to from personal traits, organizational structure and social settings to create a good ethical context for them to accomplish the ends of administrative ethics.
