To write this article have three purposes. First of all, it is trying to analyze the ethical context the public servants in prefectural and Municipal Governments face now and the future. Second, in order to promote administrative ethics, public servants in local governments should be an efficient performer, and altruist and need to have some ethical autonomy. Third, for public servants in local governments can fully play these three roles mentioned above, it have to from personal traits, organizational structure and social settings to create a good ethical context for them to accomplish the ends of administrative ethics.
