Impacts on Taiwan Industrial Sectors of Joining WTO and Their Future Perspectives

摘要

由於國內外經濟發展環境的轉變，台灣必須加速進入WTO及其他世界組織，以確保台灣產業、經濟與政治的獨立發展空間。加入WTO其對工業部門的直接衝擊相當有限，主要在某些傳統上較受到保護，如汽機車與重電機等產業部門。然加入WTO不僅可擴大國際市場，還可加速落實台灣工業部門之制度化與國際化，特別有關國際通用之工業法規、制度與標準等的建立。未來政府在推動工業產業政策時，應揚棄過去違反市場自由競爭之特定產業的輔導與發展作法，改採符合WTO規範與尊重市場機能，強調國際比較利益的產業發展原則，以追求產業高科技化、高附加價值化、高資本密集化、省能源化及省勞力化，方為上策。

Due to changes of domestic and global development environment it is vital for Taiwan to join WTO, and other well-known international economic organizations, as soon as possible, in order to secure its developing space on both economical and political aspects in the future. Direct impacts on Taiwan industrial sectors of joining WTO are rather minor, mainly limited to some traditional still well protected industries, such as automobile, motorcycle and heavy electrical and mechanical industries. However, being a WTO member not only would expand Taiwan export markets, but also could facilitate the systemization and internationalization of its industrial sectors, in particular, regarding to the establishment of internationally accepted industrial codes, standards and regulations. Future industrial policies and strategies, such as picking the winner or choosing the leading industry (e.g. Hi-Tech Industry), which are against free competition, should be avoided. Instead, within WTO regulations, the government must follow market mechanism and economic comparative advantage, by functionally pursuing higher level of technologies and values for all industries and products.
