「新公共服務」主張政府應該以「服務」取代「導航」(steering),強調民主行政、市民社會的重要性。相關研究也發現過往的政府再造運動呈現使用市場模型多於政治社會模型,強調顧客多於市民、過度強調企業精神管理的光環,因而呼籲應環顧政治與社會面的公共精神與公共參與的問題。針對「治理需求」與「治理能力」之失衡所導致的信任背叛危機,需要從手段的多樣性、觀念的創新性來調整,而不僅止於政府內部「行政革新」與「流程再造」的窠臼。本文從公共管理的侷限性,凸顯「跨域」行政的新治理需求,繼而說明以資源交換作為安全聯防協調合作的動力源,其次,探究異質部門間組織學習的重要性暨如何藉由「學習型組織」實踐組織學習理論,並蓄積彼此間的互信基礎,透過對資源聯結與組際學習的學理基礎,透過檢視我國實務中推動之「學/社區安全聯防」行動方案之資源聯結情形與組際學習方法,本文研提部分實務建議與後讀研究方向,期望能對理論累積與實務對話稍進綿薄。
“New Public Service” suggest the primary role of the public servant is to help citizens articulate and meet their shared interests rather than to attempt to control society. Related studies argue reinvention government use of the market model emphasis on customers rather than citizens. This paper illustrates the role of police is not only to be community resource, social security policy network provides a governance demand for partnership relation. From the point of community and partnership, the study system analysis the relation and difference between the learning organization and organization learning, organization learning and interorganization learning, and it also discusses the content, form, reciprocal exchanges, network of the resources. The study employed a number of different integrated strategies and action projectors.
