摘要

政府治理模式已由傳統官僚權力模式演進至交易契約模式與社群夥伴模式。如何建立公私部門長期信賴的夥伴關係，引進民間活力參與公共服務，是公共行政學與政府改造近來極為關注的議題。政府業務委外辦理顯然在未來政府治理模式中扮演重要的角色，為有利公私部門夥伴關係的建立，本文旨在探討治理模式的內涵與委外之關係深入予以探討。具體而言，本文首先針對委外之意義與範圍加以界定，並闡述治理模式的遞移與其特性，之後針對我國政府業務委外之經過、模式與問題進行分析，並就我國業務委外檢討之原則與流程加以探討，從而提出需求導向之委外原則與流程。最後，本文也針對如何降低受託者之風險提出評估意見，俾供決策參考，期能落實顧客導向之委託關係。

There has been a discernible and continuing shift in the model of governance adopted by governments, from the traditional 'bureaucratic' model to the more recent 'contracting-out' and 'community partnership' models. As a result, determining ways of building long-term public-private partnerships and facilitating the fusion between societal resources and public services has become an extremely important topic within the overall area of public policy research and practical government reforms.
Since it seems clear that the adoption of a policy of 'contracting-out' is set to play important roles in the future, this paper sets out to probe deeply into the meanings of the 'model of governance' and the widely adopted policy of 'contracting-out' in order to examine the effective development of the relationship between the public and private sectors. The study begins by defining the meaning and scope of the 'model of governance' and provides a discussion on the characteristics of different models during their process of development. This includes analysis of the processes, and the problems, involved in both the 'governance model' and a 'contracting-out' policy.
This study goes on to provide an examination of the principles and processes involved in current 'contracting-out' programs, and concludes with a number of recommendations aimed at lowering the risk of a 'contracting-out' policy, whilst ensuring the effectiveness of such a policy in a customer-centric society.
