摘要

在國際組織持續倡導下，永續發展已逐漸成為全球性的議題與共識，各國政府也紛紛藉由推動永續發展工作，一方面得以參與國際社會活動；另方面亦作為內政工作推展的目標。而就後者而言，意味著欲實現永續發展，需層層落實至基層地方組織與人員，並轉化為具體的行動方案。本文目的即在探討此一落實過程中，在概念轉換、地方特性，以及地方需求等層面上所可能形成的問題，最後則主張唯有建立中央與地方良好的合作關係，同時激發地方組織與民眾參與，抽象的永續發展理念才能獲得地方接受、執行，從而能發揮實質效益。

Under the commitment of international organizations, the idea of Sustainable Development (SD) is becoming consensus of global community. But in the issue of implementation, for unique social or culture environment, there will be some gaps between state-level and local-level and we will not sure that local organizations or public will accept SD. The paper will try to find out the problems during the implementation of SD and what the SD will/can change local affairs. Finally, the author will conclude that the key to success of SD dependent on two strategic actions: first is building corporate relations between central and local government, and second is stirring up the will to participation of local people.
