協力團隊推動水患自主防災社區成效評鑑探討之調查研究

本研究參考社區總體營造、防災社區、國內外防災社區推動情形、水利署推動水患自主社區相關資料，並利用文獻分析法來形塑問卷，對北、中、南區選出的六個水患自主防災社區、協力團隊、公部門進行調查，以探討不同推動主體對於協力團隊之推動評價。本研究利用單因子變異數分析發現，演習與災時實際運作相符性、演習對提升組織成員任務熟悉效果及災時應變效果等評價效果上，協力團隊、民眾、公部門的感受彼此都有顯著差異，平均數大小依序為協力團隊、民眾、公部門；獨立樣本t檢定分析發現，工作坊授課方式、參訪背景接近社區、環境踏勘等的評鑑效果上，有無得獎之社區看法上有顯著差異，沒得獎之社區民眾感受優於得獎之社區；迴歸分析發現演練對於提升組織成員對任務熟悉度的評鑑效果上，與推動方法平均數及推動課程平均數皆有顯著關係。

In Taiwan, disaster resistant community has promoted many years, and its promotion units are numerous, but there is no unified mode of promotion. It is often difficult to continue after the completion of the project. For example, some communities in the promotion of community-based flood risk management promoted by the Water Resources Agency, Ministry of Economic Affairs have stopped operating. This study refers to comprehensive community development, the disaster resistant community, the promotion of disaster resistant communities at home and abroad, the community-based flood risk management promoted by Water Resources Agency, Ministry of Economic Affairs, and the use of literature analysis to shape the questionnaire, the six communities selected in the north, middle and south regions, the professional teams, and the public sector conduct surveys to explore the promotion of different facilitators to the professional teams.
