全球人口販運趨勢策略的臺灣實踐

The Global Strategy and Localization Governance of Human Trafficking

摘要


隨著全球化的快速發展,人口販運已逐漸成為嚴重的跨國犯罪問題,該犯罪行為不僅嚴重侵犯人類的基本人權,同時亦對全球各國執法機關產生重大的挑戰,各國無不極思治理之方。由於人口販運跨國性的特質,各國打擊人口販運的策略必須同時兼顧全球化視野與在地化的視角。援此,本文透過國際期刊中有關人口販運趨勢策略的文獻探討,同時檢視臺灣本土策略現況。從宏觀的策略層次觀之,臺灣的整體策略與全球趨勢策略相符,而微觀的行動方案亦循策略層次規劃發展符合在地實務需求。整體而言,臺灣人口販運防制策略兼容全球趨勢策略與在地化問題需求,未來若能透過策略之執行過程與結果的實證評估,將有助於優化臺灣未來人口販運防制策略及行動方案。

Human trafficking has increased significantly with globalization. The social, cultural, and technological conditions of globalization have created a new and favorable context for transnational crime and, in particular, for human trafficking. Anti-trafficking strategies and law enforcement policies can take those key structural drivers into account, but they are usually powerless to influence them. Each state's anti-trafficking strategies must focus on golcalization, because of the transnational and complicated nature of human trafficking. There is a growing body of research that addresses some of the police governance and management issues associated with the prevention and control of human trafficking and the protection of victims of this type of crime. This article reviews the literature on the implementation tread of effective anti-trafficking strategies in global and the status quo strategies of Taiwan. Overall, Taiwan's strategies are in line with global tread in a macro-level perspective, and those operational activities are response to local problems in a micro-level perspective. It offers a few suggestions on how these issues may be addressed from a police governance standpoint and concludes with a call for better further research on human trafficking and the relative effectiveness of different law enforcement strategies.
