This article presents a practical case of traffic accident death caused by police interrogation of suspicious objects based on Judgment No. 31 of Taiwan Keelung District Court in 2018, and further analyzes the triggering factors of this case from the aspects of individual police, organizational structure, and current environmental conditions. Based on the review of the literature and supplemented by the qualitative interview method, this paper believes that in addition to emphasizing the education and training of the frontline law enforcement officers, it is also recommended to use an organizational reward system. Through the adjustment of the system plan, it can be properly embedded in .In addition to organizational culture, it can also respond to the practice of process safety for police organization. It is hoped that in the future, frontline law enforcement officers can use technology, the legal system, and the reward system to shape proper security law enforcement behaviors and respond to public opinion demands in a substantial way.
