網際網路電信監察技術之研究

Internet Telecommunication Surveillance Technology

摘要


隨著網際網路電信技術的成熟,各式各樣相關的應用服務在網際網路平台上迅速的發展,其中網路電話服務(VoIP)、即時訊息(Instant Messaging)等應用,更是近年來廣為被使用的網路應用服務之一。然而網路電話的便利性也成為犯罪集團或詐騙行為得以利用來躲避追查的方式。因此如何針對網路電話等電信服務進行監察,成為政府與電信服務業者的一大課題。再者,就政府的法規面而言,若電信服務業者提供網路語音/視訊電話、通訊等應用服務,必須具備網路電信監察功能才得以營運。本文旨在研究由3GPP與CableLabs這兩個組織所制定的網路電信監察技術之規範,並針對兩者間不同的方法提出分析與比較。

With the evolution of internet telecommunication technology, a variety of applications such as VoIP and Instant Messaging services, have been developed and are widely being used. However, criminal groups or defrauders can use the convenience of VoIP services to hide their criminal offence and avoid the investigation. Therefore, how to surveille the internet telecommunication service is a great challenge for government or telecommunication service providers to deal with. Furthermore, with the regulation of the government, the telecommunication service providers must provide the surveillance mechanism while deploying the voice/video, communication service. This article gives an introduction to two different internet telecommunication surveillance technologies which are issued by 3GPP and CableLabs. We also compare these two specifications and give an analysis about them.
