摘要

台灣地區因處環太平洋地震帶，又位於西太平洋颱風路徑上，自古以來就是地震、洪水、山崩、土石流等災害頻發的地方。對於許多大型災難，現有的災難管理系統已逐漸無法處理。本研究提出一套新的行動救災管理平台，整合團際標準Open GeoSMS及國際災難管理系統Sahana與群眾資訊平台Ushahidi，建構強大且功能完整的伺服端災情控管平台及簡單易用的行動端應用程式GeoLang，並推廣到慈濟人道救援組織，建立示範應用。

Since Taiwan is located in Circum-Pacific Seismic Zone and on West-Pacific typhoon routes, it has been a place full of earthquakes, floods, mudflows and landslides. It's hard to deal with deadly and costly disasters by current humanitarian aid systems. This research proposes an integrated mobile disaster management platform, using Open GeoSMS standard as data exchange format and integrating international disaster management system, Sahana and crowdsourcing platform, Ushahidi. The platform includes not only a full-featured server but also an easy-to-use mobile application, GeoLang. Furthermore, it has been adopted by the domestic humanitarian organization, Tzu-Chi.
