實效社區治理模式的重組與實踐：以社區大學為例

摘要

近年來，政治學界有越來越重視「跨域治理」(cross-boundary governance)研究的趨勢。傳統跨域治理研究多半以跨越「地理區域」或跨越「轄區」議題所需要的公共管理模式為探討對象。然而，仔細檢視跨域治理所涵蓋之範圍其實不只有地理上的「超溢現象」或者是轄權上的「越權行為」；就理論層面而言，跨領域治理機制反映出主要行為者就是第一部門、第二部門與第三部門的協力機制研究。本研究從協力關係中探討「實效社區治理模式」(model of effective community governance)的重要基礎，特別著重理論層面的設計與討論，重新詮釋跨治理領域議題的內涵與類型，並進一步說明實效社區治理模式的核心依據與制度設計的原則。在經驗層次上，本研究希望藉由對社區大學與政府間如何建立和諧協力模式的討論，重新勾勒出社區治理的新義，進一步將目前社區治理的知識累積進行重新概念化與類別化的精煉工作，並提出一套以「社區型態的治理模式」為基本框架的行動方針。藉由(1)推動公民參與、(2)落實成效評估，與(3)完成治理工作等三個不同層面的討論，試圖將過去易流於規範性論述或形式性討論的社區治理研究，導向具有實際治理技術與治理成效的研究取向，以期作為各種社區治理工作及實際參與社區治理過程的參考依據。

Recently, along with public affairs involving across boundary, a new mode of transboundary governance is emphasized. It concerns not only geographic region or jurisdiction, but trans-governance-domain partnership which reflects concretely on the cooperation of governance among public sector, private sector and the third sector. In order to respond the need of cross domain government mechanism, this paper is aimed at dealing with the theoretical basis of cross-boundary governance, and further proposes the model of effective community governance to help people and organizations find ways to become more effective at improving communities. The context of the effective community governance model involves three critical elements of governance: engaging citizens, measuring results, and getting things done. Empirically, the rapid development of the community university movement in Taiwan indicate that government and community university have formed a partnership which have successfully achieving public service delivery, the informal education of lifelong learning. Through observation and discussion of the relationship between community university and government, this research hopes outline the new righteousness of community governance. Linking the core and institutionalization of model of effective community governance, this paper will propose actual governance technique and the result of research orientation for effective governance, hoping to be the reference of future community governance.
