師資培育機構評鑑:美國師資培育認可委員會的評鑑制度及其啟示

摘要


師資素質之優劣,牽引著國家未來的發展與競爭力,有鑑於我國師資培育機構評鑑制度對優良師資之培育與各師資培育機構之自我定位、自我改善發展特色,提升整體辦學素質與建立動態和永續發展機制有重要的影響。本研究旨在探討美國師資培育認可委員會(NCATE)評鑑制度對我國師資培育機構評鑑政策與實務之啟示,採學者專家諮詢座談與焦點團體座談二種方法蒐集資料。首先,採文獻分析探討美國師資培育認可委員會評鑑制度在評鑑目的、評鑑歷程、評鑑標準、評鑑人員、評鑑報告及評鑑結果的運用;其次,透過學者專家諮詢座談、焦點團體座談檢討我國師資培育機構評鑑制度之現況與問題;最後提出我國師資培育機構評鑑政策與實務之啟示。

The quality of teacher education is one of the important factors which are connected with national future development and competitiveness. In view of the fact that the evaluation system of institutions for teacher education is crucial in determining quality of teacher education, raising the effectiveness of the implementation of programs, and establishing dynamic, continuous developmental device for professional education units to shape shared visions, to fulfill self-improvement and to pursue excellence of institutions, the study aims to explore the evaluation system of National Council for Accreditation of Teacher Education (NCATE) and its implications to institutions for teacher education in Taiwan. The study employs three methods of collecting data, including literature review, panel consultation of scholars and public hearings from representatives of ”centers for teacher education.” First of all, we examine NCATE purposes, processes, standards, members of evaluation, and submission and application of final reports. Secondly, we review the implementation and problems of the evaluation of institutions for teacher education in Taiwan. Finally, we explore implications of the evaluation system of NCATE to teacher education policy and Institutions for Teacher Education in Taiwan.
