外勞族群媒體研究初探：以臺灣泰語廣播節目爲例

摘要

本文引介日本「外國人族群研究」和「族群媒體研究」的方法，將臺灣的外勞問題研究從“勞工”的觀點挪移、放大到“族群”的觀點，並從媒體研究的角度切入，以外勞族群媒體這樣一個新的概念加以開展。藉由對於服務居留在臺灣人數最為龐大的泰勞之泰語廣播節目之研究，可以發現，現階段泰語廣播節目所發揮的是「集團內的功能」及「社會安定的功能」，對於是否能進一步發揮「集團間的功能」還有待觀察。另外，筆者建議不僅是外勞族群媒體，臺灣本地媒體也必須正視外勞這個特定族群的存在，努力發揮聯繫外勞和本地社會之間相互理解的功能。

This article introduces the methodology of ”the study of ethnic media for immigrant workers” which targets on the immigrant workers with a focal shift from the issue of ”labor” to that of ”ethnicity”. It combines the study of media and ”a study of ethnic media for immigrant workers”. By studying the Thai radio program in Taiwan, we find that it operates intra-group functions and plays a role in social stability at present, while it has not yet operated inter-group functions. Finally, I suggest that, in addition to ethnic media, local media in Taiwan should make contributions to the mutual understanding between immigrant workers and local Taiwanese.
