近來英美在全球強力推銷其以自由市場為主體的全球化意識形態,另一方面在諸先進國內,也興起了有廣泛參與的跨國性的反全球化運動。在此情境下,對身在台灣的我們,反全球化的意義何在? 進步人士對反對新自由主義的全球化意識形態有共識,但是先進國內反全球化的運動,其實部分隱念了認為落後國家以低工資低環保標準奪走先進國工作機會的看法,這與事實並不相符,同時也意味著對落後國家經濟發展的敵意,並具有反進步的意涵。台灣藉由參與國際分工而成長,快速的產業循環又意味著部份產業與工作的外移,處於中間位置的台灣,實沒有立場也不應接受先進國內反全球化運動這部分的說法。 落後國家必須向先進國學習,又必須保持自主性才能發展,參與全球化本就是一兩難的處境。反對全球化意識形態、反對歐美主導的全球化之餘,我們是否也要反對全球化本身?這是個需要更多討論的難題。
Anti-globalization movement is all the rage in the advanced countries in recent years. Should the progressives in Taiwan join in this movement? The US has been trying to impose its neo-liberal version of globalization on the rest of the world, which is opposed unanimously by progressives all over. Many anti-globalizers in the advanced countries, however, embraced the 'race-to-the-bottom' view of globalization and are hence hostile toward economic development in the developing countries. Taiwan achieved fast economic growth in the post-war period by participating in the global market. Swift turning of the industrial product cycles meant that many low-end jobs have been moving out of Taiwan lately. We should be sympathetic to economic development elsewhere in the developing world and are really in no position to join those anti-globalizers in the advanced countries.
