摘要

成就軟體工業之首要，就是讓軟體計劃生生不息的運作下去。軟體技術與經驗就從實作計劃中歷練萃取累積的。官方的任務在於奠定發展資訊軟體工業的基礎建設，營造商機給業界。官方扮演資訊推手的角色，業界是發展軟體的主力，學界是業界發展軟體的後勤支援。透過學校與業界互動交流，務實培育產業界所需的人才。鼓勵仿效美國的制度，有許多大學生畢業後任職由雇主支付學費，到學校進修與工作相關的課程，潛移默化的增進工作產能，建立良性互動的機制。 教育部應打破發表論文至上的迷思，訂定促進軟體發展政策與法令，鼓勵教師參與認證、編撰訓練教材、實際參與軟體計劃取代撰寫論文、發表作品升等辦法。公開軟體系統的原始程式碼及文件就是最有效技術傳承的方法。 產官學界參照美國著名軟體大廠的專業認證，建立有公信力的認證制度。以產業界的需求為依歸，由學界與產業界共同彙整建置題庫，官方制定從事行政法規，建立為國舉才的機制。成就軟體產業要靠雄厚資金、優秀人才、技術、睿智策略與法令、環境與人文素養、創新意識等條件的配合。

A crucial factor in dominating software industry is making software projects run forever. We handle projects in order to accumulate more experience working with diverse technologies. The government has a responsibility to settle capital construction for developing software information industry, and to create opportunity for enterprises. The government official plays the role of contributing information industry. Enterprises are main troops, those who develop software, and the academic circles are supporters. Enterprises and universities have entered into a partnership for fostering talents whom enterprises practically require. We want to imitate the American system, where employers pay the tuition fee to many graduate students who are taking courses related to those working. It makes productivity promoted stealthily, that set up the mechanism of benign interaction.
The Ministry of Education should put less emphasis on publishing papers. They should stipulate and decree development policies for the software industry, encourage teachers to get certification, compile training and teaching material, participate in software projects instead of writing papers, publish productivity or technical reports instead of academic papers, to promote to the rank etc. It is the most effective method to spread technique, that publishing software source codes and technical manuals.
We could recommend the professional certification of famous software makers as a reference. In accordance with the demand of enterprises, government official, enterprises, and universities, mutually establish a certification system. The government's role is to make the laws, and to create a mechanism to employ for the country. The crucial factor in dominating the software industry depends on a good combination of talent, capital, technology, wise strategy and statute, environment and humane culture. In this way, our success will come true naturally.
