Due to the influence of the extreme climate change occurred in recent years, the government need to take urgent response removing large quantity of sand and gravel that deposited in the waterway during the typhoon. These vast amount of aggregate produced results in serious impact on the aggregate market, and thus, interferes regular supply chain. The purpose of this study is to use Wu River and Jhuoshuei River in Nan-Tou county as an example to discuss the influence of Typhoon Morakot on the aggregate supply-demand, sales, storage and the problem encountered within aggregate industry. The revision of the regulations adopted by the government for the above mentioned problem that causes operational and managing difficulties on the aggregate operators and proper measures will be also explored in this paper.
