摘要

戰略管理與國防資源管理為國防管理的二個重要部份。目前我國有關戰略管理的研究甚多，但對國防資源管理的研究卻很少。而在企業界不論是在資源管理或是在企業政策方面的探討都不多。這二類的管理都是屬於一般組織的高階管理，它的重要性是不須要強調的。當然也值得我們作深入的研究。因此，作者將此二類管理的內容以及二者之間的關係作了詳細的分析與探討。並且綜合了三軍大學在戰略管理方面的以及國防管理學院在國防資源管理的成果，而發展一整合性的模式，將戰略管理與國防資源管理的模式相結合，以清楚的表達二者的整體觀念。

This paper first discusses what strategy management and resources management are concerned with and how they relate to each other. Then, based on a number of respective studies by the Armed Forces University and National Defense Management College, particularly on the models of either management therein put forward, this paper pioneers an integrated model which illuminates the unity of, and in its practical application lends the same to, defense strategy and defense resources management.
