國防轉型之理論與強化作為

A Study on Theories of National Defense Transformation and Strengthening Actions

摘要


國防轉型是在國防領域結合觀念、方法、組織、資源、技術與準則等要素的共同發展,追求根本性、突破性變革的一種連續及整合過程。國軍在推動轉型之際,須面臨國防資源的緊縮、兵役制度轉型的隱憂、多重任務的考驗及組織變革的阻力與挑戰等。如何在轉型中減少阻力、迎接挑戰,必須要有相關的理論為基礎與強化作為來協助達到轉型目的。在強化作為方面,必須體認國防組織之內外環境、型塑正面之組織文化、營造成學習型組織、優質領導統御、貫徹執行力的決心、鼓勵組織創新發展及持恆人才培養。

National defense transformation is a continuously integrating process which combines those factors of concept, method, organization, resource, technique and doctrine in the national defense domain to seek fundamental and breakthrough reforms. At the time of transforming, the military must handle simultaneous problems such as cutting down of defense resources, transforming concerns of military service system, tests of multi-missions, and resistances and challenges regarding to organization reform. In order to reduce these resistances and to tackle the challenges, there must be some related theories, as the foundation, and some strengthening actions to achieve the goals of transformation. In terms of strengthening actions, the military must understand inside and outside environments of national defense organization, shape a positive organizational culture, build a learning organization, advance leadership, carry out the determination of execution, encourage innovative organizational development, and keep cultivating talented personnel.
