National defense transformation is a continuously integrating process which combines those factors of concept, method, organization, resource, technique and doctrine in the national defense domain to seek fundamental and breakthrough reforms. At the time of transforming, the military must handle simultaneous problems such as cutting down of defense resources, transforming concerns of military service system, tests of multi-missions, and resistances and challenges regarding to organization reform. In order to reduce these resistances and to tackle the challenges, there must be some related theories, as the foundation, and some strengthening actions to achieve the goals of transformation. In terms of strengthening actions, the military must understand inside and outside environments of national defense organization, shape a positive organizational culture, build a learning organization, advance leadership, carry out the determination of execution, encourage innovative organizational development, and keep cultivating talented personnel.
