國防軍事的組織變革與成效評估: 以募兵制為例

摘要


本研究主旨是要探究國軍在組織精簡後所造成的後遺症是否成為募兵制推行的阻礙,以及軍隊在歷經組織精簡與募兵制後所造成的戰力空洞化的因素,透過質性研究來了解軍隊基層幹部對於國防政策上認知的差異。本研究透過「深度訪談」作為研究方法,以五位資深士官長與兩位任職營級主官及旅級主管的軍官進行研究分析。 本研究主題根據硬實力與軟實力來檢視國軍組織精簡與募兵制的決策行為、政策推行及窒礙因素,硬實力的部份探討九個因素:(一)國際地緣政治情勢的改變、(二)國防本質的改變、(三)最大假想敵的作為、(四)國家對國防預算的考量、(五)兵源人力結構的變化、(六)新一代武器系統的影響、(七)中國外交政策與經濟成長、(八)兩岸軍力的不平衡、(九)國防部內部決策者軍種本位主義以及保守性。軟實力的部份探討兩大因素:(一)兩岸政策與實務、(二)反軍事風尚。 最後,研究結果針對募兵制要順利推行提出建議。

This study purpose is to explore the aftermath after military downsizing resulting from the implementation of the volunteer force is an obstacle, and the military in the organization through streamlining and mercenary fighting force caused by hollowing out the factors through qualitative research to understand the grass-roots units Cadres for defense policy on the cognitive differences. In this study, through the "depth interviews" as the research methods to five senior noncommissioned officer with two long-serving battalion and brigade-level officers in charge of research and analysis. The research topics based on hard power and soft power to examine the behavior of the military organization to streamline decision-making and the volunteer force, the implementation of policies and stifle factors, some hard power nine factors discussed :(1) changes in the international geopolitical situation, (2) change the nature of the defense, and (3) as the biggest adversary, (4) consideration of the national defense budget, and (5) changes in the structure of the human manpower, impact (6) a new generation of weapons systems, (7) China's foreign policy and the economy Growth, disequilibrium (8) the cross-strait military power, (9) the Department of Defense military services parochialism and conservative policy makers. Part of the soft power of the two factors discussed :(1) cross-strait policy and practice, (2) anti-military fashion. Finally, the results for the mercenary to the smooth implementation of recommendations.
