摘要

兵役制度的目的在使國家有軍隊，以保衛國家的安全，保障人民的生命與福祉。募兵制意味著部隊成員皆由志願役的軍人所組成，志願役軍人的服從性與積極性也比徵兵制軍人要強，實施全募兵制的目的就是要挑選優秀的青年才俊進入到部隊服務，使建構出一支現代專業化部隊。綜觀我國歷代兵役制度演變，儘管各朝代的體制與當前我國的體制有極大的不同，但仍可從中瞭解到兵役制度對軍民關係有相當的影響性。本文藉由歷史的角度來分析實施全募兵制後，如何建立軍民良好的互動模式，並且在國防資源有效整合下，找出促進軍人與百姓，以及軍隊與社會關係之間的良方。

The purpose of the military service system is to equip a nation with a military force to guard the nation's security, civilians' life and welfare. All volunteer force means that all members of the military are composed of the volunteer soldiers. The volunteer soldiers have a concept of obeying order and active attitude for doing things much stronger than non-volunteer soldiers. The purpose of carrying out all volunteer force is to choose excellent young people to serve in the military and to construct a modern professional troop. Taking a look at the transitions of every dynasty's military service systems in our history, despite the big differences comparing with our current system, we realize that the military service system has quite an influence on the military and civilian relations. This article addresses how to establish a good model of interaction between the military and the civilians; after the implementation of all-volunteer force by analyzing the history. Furthermore, through the effective integration of the national resource, we wish to find a remedy to promoting the military and civilian relations.
