摘要

雖然相關指標顯示美國經濟已有逐漸復甦之勢，但整體言之，全世界經濟似乎仍較預期疲軟，未來仍充滿了許多不確定性。
全球經濟不振，對LPG市場造成相當程度的影響，包括開發中國家需求成長不如預期，相關投資計劃被延置，以及美國對石化原料的短期需求急劇下滑等。但是，長期來看，LPG需求在開發中國家，尤其是亞洲地區，成長仍然迅速；供給方面，由於中東地區增加使用LPG作為化工原料，使得出口減少，LPG市場變得較為吃緊，亦影響蘇伊士運河以東供應的穩定度，LPG價格上下振盪幅度很大。預期未來三年內需求將大幅成長，估計2005年將達235百萬噸／年；中東地區在世界LPG出口貿易占有舉足輕重的地位，大陸經濟從七０年代末從事改革開放以來，經濟勢力與影響日益增大，且正逐步融入世界LPG市場的體系中。
當前之經濟情勢，正面臨了第二次工業革命以來最大的衝擊與變革；經濟自由化與電子通訊革命已成為世界潮流。全球經濟體系相互依存，這不只是在程度上的變化也是在本質上的變革。台灣方面則必須大力推動制度改革，並積極改善兩岸關係，期待未來可利用台灣亞太區域中心之優良位置及完善的儲槽設施等優勢與大陸合作，掌握大陸市場的機會，互利互惠，共同發展成為亞太地區LPG市場重要的樞紐地位。

Indices showed economic situation in United States is recovering. Yet, as a whole, global economy seems to be slower than expected. There are some uncertain factors ahead.
LPG market has been influenced deeply by the weak global economy. Influence includes demands in developing countries dropped, investment projects postponed, short-term demand of petrochemical materials in USA dramatically dropped. On the other hand, in a long-term point of view, demand in developing countries, especially in Asia, will glow sharply.
Due to the fact in Mid-East more LPG is used as a raw material for chemical industry, export of LPG decrease. As a consequence, supply of LPG has been “tight” in the market, supply stability in the east of Suez is affected, and market price has been fluctuated.
It is expected global demand in the next three years will glow sharply, with an estimated 235 million tons in the year 2005. Mid-East will play an important role in global LPG trading market. Since its open to world market in the 70’, China has enjoyed her increasing economy power and influence to the world, and gradually merged into global LPG market.
World economy is facing severe impact and revolution since the second Industry Revolution. ”Free economy” and “e-message” has become a major stream. Consequently, the world is now a “global village”. To meet this challenge, Taiwan will have to change the existing bureaucracy systems, improve the bilateral relationship with China. With the benefits of an irreplaceable geo-position in Asia-Pacific and good storage facility and management skill, Taiwan can collaborate with China to seize the huge market and create a mutual benefit. As a result, the key position of LPG market in Asia-Pacific for Taiwan/China can be expected.
