中油公司天然氣幹線系統輸氣調度最佳操作之分析

摘要


本文從中油公司在LNG永安接收站三期及三階IPP燃氣電廠供應計劃擴建完成後之天然氣幹線輸氣系統,說明現有輸氧作業與流程及其監控調度操作之架構,期望先供中油公司業務相關人員及本會人員了解。並針對日益複雜的輸氣網路及至民國93年後台灣地區之市場需求量,依輸氧操作基本原則先設定輸氣調度操作之基本狀況,並簡化輸氣系統之計算模式,以輔助分析各種產輸供操作方案,找出最佳輸氣調度之操作,能在系統安全範圍下以最經濟有效之天然氣生產輸氣調度方式運作。此將非常有助於中油公司整體天然氣之輸儲操作及降低成本,未來進而提升更高的競爭力。

The CPC Natural Gas Trunk-line System will be completed after the finish of LNG Receiving Terminal Phase III and IPP Phase III projects. This paper describes the current dispatching operation, workflow and its platform based on the completed system mentioned above, and hopefully, to provide enough information for CPC business related people in advance. To face the more complicated natural gas transportation network and the market demand in Taiwan till 2004, it is this paper’s intention to utilize the basic dispatching principle to set up the basic model of dispatching, and then to simplify the calculation mode in order to analyze the different producing and dispatching operation. In this way, the optimal dispatching operation within the safety range and under the most economic way could be found. It will help the producing and dispatching operation of CPC Natural Gas Trunk-line, and reduce cost, further to increase the competitiveness for CPC in the future.
