摘要
現代文明生活產生很多垃圾。垃圾處理成為環保局重要工作之一，台灣垃圾處理多採焚化法。至民國89年底共有焚化爐22座，每天產生飛灰l,100~l,800公噸，此飛灰必須固化，且固化體符合規範才能掩埋。飛灰固化一般使用水泥為固化劑，且添加安定劑以提昇固化效果。安定劑之主要用途為抑制重金屬自固化體溶出，以免造成二次污染。因此安定劑的效果就非常重要，然而市面上的安定劑琳琅滿目，如何從這麼多林林總總的安定劑中篩選出性能好，價錢合理的安定劑，則顯得異常重要。 由於煉製事業部係多角化事業部，想要跨足焚化爐之代處理業務，其中飛灰安定劑使用量大且價錢昂貴，為焚化爐操作是否盈餘的重要關鍵，因此煉研所被要求研發效能較佳且價錢合理之飛灰安定劑，本研究於半年內達成任務，使飛灰安定劑從每公斤150元降到40元，提昇多角化事業部之競爭力，使其得於90年2月順利標得溪州焚化爐之代處理業務，並於該年6月初開始處理飛灰。 中油安定劑不但在溪州焚化爐使用三年，且已實際應用在鹿草焚化爐，中油安定劑之主要成分為螯合劑，用以有效抑止重金屬溶出，比起市售安定劑，其特徵為價格低、效率高，且可廣泛應用於各種飛灰。

Moden livings lead to generation of rubbish in great quantity. Handling rubbish is the major task for the Environmental Agency. In Taiwan, the rubbish is generally treated by incineration. By the end of year 2000, there are 22 incinerators producing 1,100~1,800 tons of fly ash. The fly ash has to be consolidated and stabilized to meet the environmental specification before it can be disposed by land filling. Beside cement, stabilizing agents are added in the consolidation. The stabilizing agent is added to prevent leaching of the heavy metals from the solid and the secondary land pollution. The stabilizers on the market vary greatly in both quality and price. At the request of Diversified Business Dept. (DBD) of CPC Refining Division, we successfully developed CPC Stabilizers. The main ingredients of the stabilizer are chelating agents, which effectively suppress leaching of heavy metals. In comparison with the stabilizers on the market, CPC stabilizer is characterized by low cost, high efficiency and can be used for all kinds of fly ashes. For example, the costs for CPC stabilizer and a popular brand are NT$40/Kg abd NT$l50/Kg, respectively. The CPC stabilizer has been commercially used at Lu-tsau Incinerator and continuously used at His-jou Incinerator for three years. The CPC stabilizer significantly reduces the consolidation cost, makes DBD competitive in fly ash treating business. As a result, DBD was the successful bidder and currently is the fly ash treating operator at His-jou Incinerator.
