摘要

漁船動力用油銷量並未隨著漁獲量等比率變化，影響漁業動力用油之因素十分複雜，漁汛期、國際商船油價、查緝等因素皆影響漁船用油之發油量。由於漁船油免稅及政府補貼造成回流陸上柴油市場，不僅影響市場秩序、造成政府稅收短少，而且因為硫含量高造成空氣污染。本文探討漁船油市場消長、價格、經營模式與變化分析、漁船油與地下油關係、影響發油量因素探討與分析、與高級柴油銷量變化關係、地下汽柴油油源及歷年取諦狀況等。希望藉由對漁船油銷售狀況分析，與漁船油流用造成的問題，提供相關單位修訂漁業補助辦法之參考。

The market of fishing boat fuel is related to the yield of fishery, fishing season, the price difference between fishing boat fuel and international marine diesel fuel, and the monitoring and surveillance executed by law enforcement. Due to the subsidization of fishing boat fuel, lots of high sulfur fuel have been smuggled to the low sulfur diesel market. The analysis of the sales figure and distribution of the fishing boat fuel has been made to provide corresponding evidence for reference in government authorities amending fishery subsidy administration.
