天然氣流量校正技術於再循環式量測系統之應用

因應我國能源消耗所導致之空氣品質惡化及環境污染情況日益嚴重，並配合政府能源多元化政策，我國火力發電廠大部分由燃煤因而改用污染性較低的天然氣作為發電燃料。中油公司為台電公司及民間電廠之天然氣之供應商，由於輸氣管路上安裝之流量計所牽涉的交易金額相當大，但是因為校正設備上的限制，使得這些線上流量計無法接受校正以確認其量測準確度。因此，如何針對大口徑流量計實施校驗以維持交易公正性，就成為一個相當重要的研究目標。中油公司為確立買賣雙方之公正性，提升天然氣輸儲操作及管理效率起見，不惜在天然氣計量技術的研究投下巨資與人力，於煉製研究所建立天然氣大流量校正實驗室，並將申請國家實驗室認証與參加國際比對測試。本文除介紹實驗室之再循環式量測系統之設備能量外，同時也將探討本系統之不確定度之計算，另外相對於影響系統準確性之重要因素溫度與壓力之量測，實驗室乃自行開發溫度與壓力自校系統，主要著眼點係考量系統過多之感測器與儀器造成送校時間過長與不便將嚴重影響實驗室之運作。

In response to the worsening of air quality and pollution due to energy consumption as well as the energy diversification policy of our government, most thermal power plans in Taiwan have swicthed from burning coal to using natural gas for power generation as it generates less pollution. CPC is the supplier of natural gas for Taiwan Power Company and other private power generation companies, and therefore concerned with the accuracy of the flow meter. The statistics measured by flow meters on gas pipes involve huge amount of transaction costs. However, there are limitations to the calibration equipment and thus these flow meters can not be corrected to ensure its accuracy. Therefore, correction of large-caliber-flow-meters has become an important research goal. CPC has invested heavily in the research regarding the technology of measuring natural gas by establishing a natural gas large flow correction laboratory, applying for national lab license and participating in international cross checks. This paper will introduce the equipment capacity of the laboratory's recirculation measuring system and the calculation of this system's margin of uncertainty. In addition, the laboratory has developed its own temperature-and-pressure-automatic-correction-system mainly because, with too many sensors and equipment on the system, calibration can be too time-consuming and inconvenient, which can affect the operation of the laboratory.
