摘要

人體在健康的情況下，各器官運作正常，往往不會注意到它們的存在；一旦發生異常，造成生活上的不便與影響作息時，方感覺到其重要性，然恐怕為時已晚。機械設備運作的道理也相同，在順利的操作過程中，通常不會注意日常保養維護工作的重要性，只有在設備故障，面臨停止生產或供應、造成財物損失，甚至釀成災害，才會驚覺事態嚴重。但此時要減損及恢復生產運作，其花費之人力、物力、成本，將會相對提高。關於設備的預防保養與運轉效能的評估，國際上早已有標準，特別是以石化業為基礎所立定的準則ISO14224，將早期被動式設備故障維修，逐漸轉變成主動性的保養性維護，並探究設備的最佳保養週期時間，在確保操作順暢的同時，也能夠兼顧設備的生命週期，抓準最佳的設備維護時段，創造最大的產能與效益。這些都有賴每次詳實的設備維護保養紀錄，再借助系統性的研究與電腦的組織分析，方可以成就目標。毫無疑問，中油產品已是重要的民生必需品，與各行各業都有直接或間接的關聯，對於其製造、運輸、儲存、銷售與品管等，無不牽動著經濟的命脈，因此中油公司有義務做好每一個環節，穩定社會經濟與繁榮。中油公司相關的資產設備種類繁多，數量龐大且獨特，目前雖已有基本的保養規定與檢修制度，但如何落實每一次的維護工作與確實的留存紀錄，以便能有效的進行每一個生產設備狀態的追蹤管理，做到現場設備的掌握、提升設備的稼動率、即時的設備保養維護及故障模式與失效數據分析，並與時俱進，建立一套可長可久的長效標準作業系統。

Human beings do not recognize the existence of their organs under healthful circumstances. It's too late once an abnormal operation occurs causing the inconvenience and affecting daily lives, and the operation of machinery and equipments as well. Under normal circumstances, no one will pay more attention to the operation process and routine maintenance. People will be forced to face the serious situation surprisingly. Only when the equipments are out of order or the production stop and causing property damage even lead to great disaster. At the meantime, the cost will be relatively increased in order to recover and resume production operation. There has been an international standard evaluation concerning preventive maintenance and operation especially for the ISO-14224 standard of petroleum industry which transforms the conventional passive equipment breakdown maintenance into nowadays proactive maintenance, and explores and optimizes the equipment maintenance period to ensure equipments' smooth operation and adequate maintenance life cycle, and generating the optimal equipment maintenance schedule and maximizing the maintenance capacity and effectiveness as well. To achieve these goals, collecting every detailed equipment records and using systematic methods and computer technologies will be very necessary. There is no doubt that the CPC Corporation, Taiwan (CPC), has important essentials, and all walks of life are directly or indirectly associated with the lifeblood of the economy, manufacturing, transportation, storage, sales and quality control. Therefore CPC is obliged to do every aspect of stable social economic prosperity. CPC has huge and unique variety of assets, and at present there is a basic maintenance regulation system. How to implement every maintenance work effectively and indeed retain correct records to carry out the production equipment state’s tracking management so as to achieve the control of field devices, to enhance the utilization rate of equipments, to analyze real time maintenance modes and failure data analysis and to establish an everlasting standard operation system.
