摘要


本文提出成立「棄土管制中心」之建議,研擬「棄土管制中心」之主要作業原則,針對現行工程廢棄土方的處理問題提供解決之道,並配合各項主要作業項目建立「營建廢土管理系統」。本研究之成果可提供都會區重大工程廢土即時調整管制之用,並為未來廢土資源的處理建立一完善的規劃模式。本研究具體成果,主要計有:(1)廢土資源之再生考慮和廢土分配系統的規劃,以減少填置於廢土場之廢土數量,進而達到延長廢土場壽命的目的。(2)最佳化廢土運輸路線之規劃,以縮短廢土載運車在都會區之載運距離,節省成本,降低對交通所造成之衝擊。(3)運用GPS即時掌控棄土卡車動向,除可確認棄土方案實際執行成果外,並可改善傳統守株待兔的取締亂倒方式。(4)建議「棄土管制中心」之作業流程,並輔以電腦軟體,提高作業效率。(5)結合先前大地工程資料庫(GEDBS)研究之成果,建立基地產出土質數量分析並建議廢土再利用模式。

This paper proposes an operating system, Residual Soil Control and Information Exchange Center, for solving the spill soil problem generated by construction projects. To coordinate with the operation of the center, the operating principles as well as the construction spill soil management system are developed in this study.The primary features of this study are as follows: (1) based on the application of Geotechnical Engineering DataBase System (GEDBS), the soil characteristics and amount generated from the construction sites are analyzed and calculated, (2) considering the reutilization of the spill soil to decrease the amount of waste dumped in the dumping sites, a soil information management system, ArcSoil, is developed, (3) ArcSoil identifies the optimal route for transporting soil in metropolitan areas to reduce the traffic impact and transportation cost, (4) with the application of GIS combining with GPS, the movement of the trucks can be monitored in a real time basis, and (5) applying the system, Residual Soil Control and Information Exchange Center is proposed to improve the operation efficiency.
