某鉛蓄電池回收廠-鉛暴露評估

An Evaluation of a Lead-battery Recycling Smelter after Long-term Work Stoppage

摘要


在鉛的製造、使用之工業中,鉛蓄電池回收作業是汅染較嚴重的一種。本報告對象爲鉛蓄電池回收工廠,該廠於1987年因員工鉛中毒入院治療,因而被指出作業環境管理不當,導致鉛作業勞工發生鉛中毒個案且附近居民可能暴露在較高的鉛環境中。在64名接受檢查的員工中,有55位員工血鉛濃度超過40μg/dl,並且有31位員工被論斷爲鉛中毒。附近幼稚園所做的調查結果有61%(22/36)的孩童血鉛濃度大於15ìg/dl,且IQ有降低情況,而致主管機關要求該廠限期改善。近年來該公司努力於作業環境改善與添置新型設備以減少人員鉛暴露的可能性。經2001、2002年收取血液檢體結果顯示,勞工血鉛含量大貼畫下降,然而附近居民血鉛含量亦在可接受範圍。因此本評估報告認為該工廠環境鉛暴露已顯著下降,唯需持續加強職業衛生管理以避免勞工發生鉛中毒的可能。

Objective: The smelter was charged with mismanaging the work environment, resulting in lead poisoning cases among the workers and causing a high level of lead exposure to the nearby residents by producing a lead-filled environment. The factory temporarily discontinued operations in 1991 after government agencies demanded that it improve the working environment. The purpose of this study was to evaluate the improvement of lead exposure in this factory. Methods: By measuring the blood lead concentrations in the employees and nearby residents, this study will be able to evaluate the hazard of the current lead exposure situation within the factory. Results: The 2001 and 2002 results from this study indicated that a significant reduction in employee blood lead levels occurred. The blood lead levels of the nearby residents were also found to be within the acceptable range. Conclusion: This study believes that environmental lead exposure of the factory is dropped significantly.
