臨場健康服務之相關法規及實務分享

Legal Regulations and Practices of Workplace-Basic Occupational Health Service

摘要


2005年,「國際職業醫學委員會(International Commission on Occupational Health, ICOH)」主席Jorma Rantanen教授鑒於全球大多數工作者在缺乏職業衛生服務的情況下工作與生活,擬訂了基本職場健康服務(Basic Occupational Health Services)指引。勞動部為推動國內工作者能享有「基本職場健康服務」,特於民國100年1月21日修正「勞工健康保護規則」,規範事業單位達一定規模者應依勞工人數僱用或特約從事勞工健康服務之醫護人員,辦理「臨場健康服務」,並明定服務頻率、服務內容。近年來,更著力推動預防異常工作負荷促發心腦血管疾病、預防工作因素造成肌肉骨骼損傷、預防職業因素影響女性工作者懷孕、生產及育嬰、預防因執行職務遭受不法的身心危害、建構中高齡者勞動者友善就業環境。期待確保工作者身心健康,營造安全、衛生、快樂的工作環境。

In 2005, Professor Jorma Rantanen, chairman of the International Commission on Occupational Health (ICOH), formulated the "Basic Occupational Health Service" based on the fact that most workers in the world work and live without proper health services. To provide the workers BOHS, the Ministry of Labor amended the "Labor Health Protection Rules" on January 21, 2011 to require the business units to employ or specially engage the medical staff for BOHS according to the number of employees employed, and specify the service frequency and service content. In recent years, more efforts have been made to prevent overload-induced cardiovascular diseases, prevent musculoskeletal injuries caused by the work, prevent affecting female workers' pregnancy, childbirth and childcare from occupational factors, prevent illegal physical and mental harassment due to the work and construct a friendly working environment for middle-aged and elderly workers. Look forward to ensuring the physical and mental health of the workers and formulating a safe, healthy and happy working environment.
