台灣地區基本工資對勞動市場的衝擊效果評估

The Effects of Minimum Wage on the Labor Market in Taiwan

摘要

最低工資爲重要的勞工政策之一，評估其對經濟與勞動市場可能產生的衝擊效果，是建立完善的最低工資制度所不可或缺的。先進國家有關最低工資經濟效果之評估的研究相當的多，而我國在這方面則相當的貧乏。有鑑於此，本文乃利用1988年7月至1993年12月的月資料，以傳統的最低工資經濟效果評估模型，估計台灣地區採行基本工資對就業、失業、勞動力參與、及產業工資的衝擊效果。實証結果顯示，基本工資的調升只對少數男、女性年齡組群的就業、失業、及勞動力參與產生顯著不利的影響，而且程度相當微小，它也沒有產生推動台灣地區勞動成本與物價的上漲的壓力。

This paper is to examine the impact of minimun wage ploicy on Taiwan's labor market. The particular minimum wage policy being considered is the period from 1988 to 1993, when the minimum wage was adjusted annually. We evaluate the effects of increase in the minimum wage on all of age-sex population groups' employment, unemployment, and labor force participation, and we also explore how changes in the minimum wage affect various industrial wages. Contrary to conventional predictions, however, the results show that minimum wage increase did not give rise to significant adverse effects on Taiwan's employment, unemployment, and labor force participation, and there is no evidence of rising in the minimum wage has exerted the upward pressure on other industrial wages.
