中國大陸勞動服務機制的探討

A Study on the Labor Services Mechanism in Mainland China

摘要


雖然,中共自經濟改革開放以來,對勞動力流動與轉業的控制已然放鬆,但是,基於勞動就業壓力與城市規模控制的需要,對於勞動力的流動依舊透過許多調節機制予以控制。本文即在針對其中之一種機制一一勞動服務加以討論,並就其對勞動市場與企業人力供需的影響加以描述及分析。本文自中共勞動市場管理理念探討著手;之後,探討了勞動市場與勞動服務的互動關係和現階段中共勞動市場問題等;最後,則以勞動服務機制影響的探討爲終。本文的目的係在突顯:爲了維持政治、經濟與社會的安定,對勞動力的流動與就業壓力,中共是有其管理與控制的方法,而這些方法對於勞動市場與企業運作是有其影響的。

Although the Chinese Communist regime has lessened its control over labor migration and mobility since the economic reform in 1979, it still makes use of many mechanisms to manage the migrant labor owing to the employment pressure and concern with scale expansion of urban areas. Accordingly, this essay focuses on the discussion about one of the mechanisms, labor services mechanism and its role and functions. On a whole, the purpose of this essay is to highlight that the Chinese Communist regime has recourse to some mechanisms to manage and control the issues of labor migration and mobility in consideration of political, economic and social stability, and the mechanisms exert some influences on the operation of business entities in the labor market.
