This paper focuses on the new poetry category of the literary awards held by city and county governments in Taiwan. First of all, by collecting and analyzing the contest-related data comprehensively, it investigates the screening processes and features of each contest with a special focus on the formation of the final panel of judges. Secondly, it examines the backgrounds of winners and the distribution of those winning more than one prize. Then, winners of more than one award are singled out, and a correlation test is carried out to evaluate the association between the winners and the judges. Finally, it sums up the characteristics of the literary awards held by cities and counties around Taiwan in 2020, identifies the corresponsive connection that may possibly exist between winners and judges, reflects on the meaning and value of local literary awards, and suggests a way toward a breakthrough of the current practice.
