摘要


緊急決策支援系統目的是為有效的進行防減災工作,及在災害發生時採取正確迅速之緊急應變措施,將災害之影響降至最低,而現行緊急決策支援系統大多採用2D圖示與文字描述的方式來呈現救災資訊,但是對於一些內部結構比較複雜的建築,難以直觀表現其空間結構特徵,本論文建構一套虛擬實境火災緊急應變系統,提出運用虛擬實境技術結合原有2D緊急應變決策支援系統與視訊監控系統,指揮官透過3D火災模擬場景中3D建築物可以清楚知道建築內部結構。當消防信號系統發出火災警報,指揮官透過3D火災模擬場景的門禁資訊查看火場是否有人員受困,如有人員受困,配合逃生路線與前進火場路線呈現,提供指揮官救災參考;因路線規劃無法即時依據火災延燒的現場狀況進行計算,路線計算結果與火場現況可能產生誤差,本論文所建構的3D虛擬場景整合視訊監控系統,指揮官可以點選3D場景中的攝影機圖示,透過網路調閱對應攝影機的現場影像來查詢火場的即時狀況,讓指揮官可以更精確的下達救災指令。當消防信號系統發出通訊異常或斷線異常警報,虛擬實境緊急應變系統收到訊號後會顯示對應的故障排除流程,指揮官透過3D場景可以查詢故障元件的位置,再指派人員前去排除。本論文為了讓指揮官瞭解當火災發生時火場的延燒情況,參考火災模擬軟體(Fire Dynamics Simulator, FDS)的模擬結果,建立虛擬實境在場景模擬火災延燒的立體呈現,當指揮官透過導覽功能進入電腦中模擬的火場,觀看場景中火災延燒的逼真實況。本論文將虛擬實境技術應用在火災緊急應變的決策支援系統上,將火災救災資訊呈現在擬真建築物中,可以提供比原有2D系統更直觀且較逼真的決策支援救災資訊。

The goal of the Emergency Decision Support system is to help the commander to make accurate assessment on the incident scene in case of the emergency. As a result, the system can relieve the burden of the commander when making decision and reduce the response time accordingly. In this paper, a 3D virtual reality module was designed and implemented to offset the informational blind spot of the 2D Emergence Response system. The commander is not only can see the real-time simulation of the disaster data on the spot but also watch live-video of the incident scene overlaid on the 3D VR system. By this way, the commander can make more concrete responsedecision.
