本研究以勞動檢查員為對象,探討勞動檢查功能與組織文化之關係,勞動檢查機構之組織功能透過分析產官學專家共識與信度、效度評估等比較分析方法,完成我國勞動檢查議題之優先性推估,作為政府擬定政策及行政措施規劃之參考。本研究透過專家與檢查員之問卷結果具有高度共識性的主題支持檢查高風險行業,優先增加檢查員名額。勞動檢查機構之組織文化探討,調查結果認同度較高之議題包括:勞動檢查能夠提升國家職業安全衛生意識、勞動檢查能夠保障勞動權益、勞動檢查能夠保障勞工安全與健康三項議題。研究結果,勞動檢查機構應優先加強勞動檢查的專業訓練、勞動檢查機構應優先提升勞動檢查員的檢查能力、勞動檢查機構應優先提高勞動檢查員的職等。另透過結構方程式之相關性分析結果顯示勞動檢查機構的檢查角色受到勞動檢查策略顯著影響;與人為飾物及基本假設顯著正相關。
Labor inspector was adopted as the study subject for discussing the relationship between inspection performance and the organization culture in this research. Organization function of labor inspection institute was created by analyzing the common view, reliability, and affection degree from industry, government, and scholar for proposing the priority topic of labor inspection that conducing to draft policy by government. Results of questionnaire was carried out by specialist and inspector, both had the higher common view of inspecting the high risk industry, and also adding the number of inspector. Inspection role of labor inspection institute was significantly affected by labor inspection policy analyzed by structure equation.
