經營策略、外部環境、組織結構與經營績效之關聯性-台灣地區農漁會信用部之實證研究

摘要


本文旨在探討策略群組間之經營績效差異,並考慮組織結構與所處環境之影響。本文透過問卷調查及次級資料的蒐集,獲得台灣地區農漁會信用部經營策略、內部組織、所處外在環境及經營績效方面之變數,再經由因素分析法、集群分析法及區別分析法,尋求出分群情形,並分析管理策略、組織結構、所處環境及經營績效之差異,以便提出台灣地區各農漁會信用部應採取之應對策略型態與相關法令政策,使其能在競爭日亦激烈的金融環境中生存。本文實證結果顯示:當前台灣地區農漁會信用部可分成四個策略群組且各策略群組之經營策略型態與經營績效均具有顯著差異,並隨著環境認知程度及組織結構不同會有顯著差別。本研究結論獲致如下建議:台灣地區各農漁會信用部在其經營策略上應加強其產品線廣度與特色、擴大經營規模並增廣地理涵蓋位置;而基於其所處之外在環境,應對相關之金融法性加以修訂,使之能適合當前之農漁會信用部。其修訂方向主要為增加業務項目與業務對象,並積極解決諸如政令無法一致、事全不能集中以及權責不易釐清等相關問題,使其在本身競爭條件強化下,能與外在環境相輔相成,採取適當經營策略;在內部組織結構方面,應力求內部組織正式化、複雜化及集中化程度互相配合,以達成改善台灣地區農漁會信用部之經營績效。

This study applies the theory of strategic group and via investigating questionnaires and collecting secondary data, we obtained the variables which related managerial strategies, internal organization, external environment and operational performance. Through factor analysis, cluster analysis, discriminant analysis, and also analyzed the differences of managerial strategies, organization, environment and operational performance, the analytical results can provide the appropriate advises of managerial strategies and related policies for the Credit Department in Taiwan Farmers’ and Fishermen’s Associations under the drastic competitive environment. The experimental outcomes of this study have shown some important implications such as (1) the Credit Department in Taiwan Farmer’s and Fishermen’s Associations could be divided into four strategic groups;(2) the managerial strategies and operational performance are significantly different among the groups of the Credit Department in Taiwan Farmers’ and Fishermen’s Associations; (3) the above differences occur along with the differences on the cognizantional environment and the structure of organization. Therefore, based on the research findings, we have following policy suggestions; the Credit Department in Taiwan Farmers’ and Fishermen’s Associations must heighten product breadth and idiosyncrasy, enlarge the scale of operation and broaden the scope of coverage; The related units must adjust relevant statute for besetting the Credit Department, increase business articles and objects, resolve dissidence between policy and related units, and fit right to meet the duty. The way of organization must cause the organizational normalization attuning, complication and centralization of the organization. Those policy suggestions let the Credit Department conjugate both internal conditions and external environment, and adopt suitable managerial strategies to promote the operational performance of the Credit Department in Taiwan Farmers’ and Fishermen’s Associations.
