政務官的選擇攸關國家長期的發展,好的政務官會訂出使命、願景,並帶領政府部門替國家在特定領域取得良好的施政績效。由於,政務官的政策規劃、執行能力、施政風格、交際手腕與關係人脈都會影響政策施行結果,且不易進行評估,讓專家使用區間語意評估政務官的能力為最符合人性與實際現實狀況的表達方式。區間語意選擇性投票法的優點包括專家可便利的表達意見、選出的政務官具有統治正當性且所選政務官在特定領域出類拔萃而其他領域至少差強人意與具有完全排序的特質。本研究讓專家使用區間語意以彈性地表達意見,並使用最大變異法評估各評估準則的權重,並結合區間語意選擇性投票法進行政務官候選人的排序,然後以政務官評選問題當作範例進行實作,並作簡單的比較以進行分析,最後則進行結論與未來研究的說明。
Administrative Officer Selection is related to the long term development of Nation. A better administrative Officer will set up goal and vision. And he/she will lead the government team to acquire a better policy performance in the special field. Because the policy plan design ability, execution ability, leading style, diplomacy and human resource of administrative officer will influence the performance of policy execution and is not easy to evaluate. Let experts use interval linguistic variable to express their opinions is suitable for human style and practical environment. The advantage of interval linguistic alternative voting system includes convenience for experts to express their opinions, the characteristic of selected administrative officer with best performance in major field and not worst in minor field, the characteristic of completed ranking. In this research, expert uses interval linguistic variable to express their opinion and maximum deviation method is used to acquire the weight of criterion. Interval linguistic alternative voting system is applied to rank administrative officer. A example is implemented for reader understanding proposed method. A simple comparison between proposed method and tradition government selection process is discussed. Finally, conclusion and future research is discussed.
