圖書館典藏設施建置之探討

本文第一部分先說明設置典藏館的意義，接著第二部分先就歐美典藏設施之設置緣起、建置方式、典藏範圍、營運管理及服務方式加以探討。第三部分詳細介紹各種不同類型及各種層級典藏中心，包括國家級聯合典藏館之設置，以獨立的全國典藏中心（館）－芬蘭國家典藏館及由國家圖書館設置聯合典藏中心（館）－挪威典藏圖書館為例。個別圖書館建置全國典藏中心則以－美國國會圖書館為例。不同類型圖書館合作之區域性典藏中心（館）乃以澳大利亞CARM中心及美國ReCAP為例。大學圖書館合作設置之典藏館以－研究圖書館中心為例。同一個大學系統所設置的典藏中心則以加州大學區域圖書館設施及其南部地區圖書館設施SRLF為例。第四部分說明國家圖書館（以下簡稱國圖）全國聯合典藏中心之計畫推動和籌備工作，包括計畫緣起、相關準備工作與規劃方向及重要議題，最後提出本文的結論與建議。

The first part of this paper explains the significance of setting up a repository library, and then the second part discusses the origin, construction method, collection scope, operation management and service mode of the European and American repository facilities. The third part describes in detail the various types and various levels of repository facilities, including the establishment of an independent national repository library, a national repository center for individual libraries, the regional repository libraries of different types of library cooperation, the repository library of the university libraries and the repository facilities set up in the same university system. The fourth part describes the project promotion and preparatory work of the Taiwan's National Joint Repository Center, including the origin of the project, related preparation work, and the planning direction and important issues. Finally, the conclusions and recommendations of this article are proposed.
