China-Japan-U.S. Relations after Diaoyutai Incident: Taiwan's Perspective

The recent bilateral spat between China and Japan over islands claimed by China, Japan and Taiwan caused a major downturn in relations between Beijing and Tokyo and highlighted growing uncertainty about maritime security in the region. This article will discuss the Diaoyutai incident and its implications for China-Japan-U.S. relations from Taiwan's perspective. The paper suggests the recent incident and its aftermath are the product of a power transition between China and Japan and regional balancing against an increasingly assertive China. The first section details how the incident unfolded, examines the roots of the sovereignty dispute, and analyzes the legal and historical basis for the competing claims of China, Japan, and Taiwan to the islands. The next section explains the response to the incident of the three major players in the dispute and its affect on the dynamics of the triangular China-Japan-U.S. relationship and the region as a whole. This section analyzes the causes of China's disproportionate response to the incident and shows that although Japan was the side that backed down, the incident was most damaging to China's interests while the United States clearly benefited from the crisis. Finally, the paper outlines Taiwan's position on the incident and proposes an ”East China Sea Peace Initiative” to avert further conflicts over maritime and territorial disputes in the area.
